Why does Balthasar tell Romeo that Juliet is "well, and nothing can be ill"?

He means her soul is resting in heaven.
Balthasar only knows that Juliet's body has been put into the Capulet's tomb. He thinks she is dead and is unaware that her "death" was caused by a temporary sleeping potion or drought. Juliet is not dead, but Balthasar does not know that.
