The later statement is true that computers can only do with the programmers tell them to, though I disagree computers cannot be intelligent. After all, a programmer can code the computer to act certainly in different ways so it acts rationally based on what it senses in environment/habitat and choose best possible outcomes, while not being hard coded to act as such for weird or very particular instances.
