In launching the Mass Bay Colony, the Puritans wanted to create a "city upon a hill" (John Winthrop), an example of good and piety for future peoples. The main strategy they planned to employ to achieve this was establishing a theocracy, in which the state would be able to force all of its occupants to live and worship in an orthodox way (based on the teachings of John Calvin).
