The 4 is being raised to the power of x not multiplied by it, so on the graph,x= 1 is equal to 2 but in h(x) it equals 1 because 4 raised to the first power is 4 minus 3 is 1. Hope this helps someone :)

h(-1) = 4(-1) - 3 = -4-3 = -7
h(0) = 4(0) - 3 = -3
h(1) = 4(1) - 3 = 4 - 3 = 1
h(2) = 4(2) - 3 = 8 - 3 = 5
