Shah Pahlavi was the leader who embraced western governments and wealth western oil companies that led angry Iranian nationalists to resent the foreign allies. Mossaddeq was the prime minister of Iran and one of angry nationalists that causes Shah to flee.
He was arrested by the US and returned Shah to power.
