12% off of 32, because the price is lower than it would be if 17% was taken off of 35

The first option equals 29.05. I know this because I subtracted 17 off of 100%, then multiplied 35 by the percent of 83.
The second option equals 28.16. I used the same method, so the correct answer is the second one.
