Carried on Theodore Roosevelt's fervor for trust-busting & broke up nearly twice as many as his predecessor. He strengthened the Interstate Commerce Commission and its ability to negotiate rates and railroads, he undertook civil service reform and improved the performance of the postal service. He passed the 16th Amendment codifying the federal government's authority to tax income without apportioning it among the states. Taft recognized that his techniques would differ from those of his predecessor Unlike Roosevelt, Taft did not believe in the stretching of Presidential powers.

He was the only person to have held both offices at his time. He strengthened or I guess upgraded, made the State Commerce Commission its ability to obtain rates with railroads
