what does it mean to be arrogant? we have all met people who seem to act better than other how do you and others react towards this person

well personally i believe arrogant is even after someone tells another with lower power [like a parent and a child.] does something that they were told not to do and that my friend is being arrogant. And I react toward this person like a parent sometimes but how you are supposed to act is in a non menacing way.
