Why was Robert E. Lee convinced that he should attack in the Northern territory again in June of 1863?

His plan had two goals: to relieve the pressure on the fronts in Virginia by drawing away Union troops, and to make the Northern public nervous enough to stop supporting the war.Hope this helps :)
