There were many reasons. Main ones are that it would hurt the economy since the oil industry would suffer greatly, others claim that it is a hoax and that global warming does not even exist, while some are aware of it but don't think that it's as big of an issue as others would have them believe. Economy stability is still the main factor when it comes to implementing the new laws.
