17%.  To get the answer, open up the calculator and take 12 and divide it by the 68.73.  That will give you 0.1746, and you should round it down so that will give you .17.  .17 = 17%.

well, if we take 68.73 as the 100%, how much is 12 of it in percentage?

well
\bf \begin{array}{ccllll} amount&\%\\ \textendash\textendash\textendash\textendash\textendash\textendash&\textendash\textendash\textendash\textendash\textendash\textendash\\ 68.73&100\\ 12&x \end{array}\implies \cfrac{68.73}{12}=\cfrac{100}{x}

solve for "x"
