L=2W-3 and P=2(L+W) and using L from the first equation in the second equation you get:
P=2(2W-3+W)
P=2(3W-3)
P/2=3W-3
P/6=W-1
W=(P/6)+1, and since we are told that P=48:
W=(48/6)+1
W=9cm, and since L=2W-3
L=15cm
So length=15cm and width=9cm

The answer is A.) Length = 15, width = 9.
9x2 = 18, 18 - 3 = 15
15 x 2 = 30, 9 x 2 = 18
18 + 30 = 48.
