What role did Oliver O. Howard play in the Reconstruction Era?

General Howard said that the Civil War was fought over the rights of former slaves. However, after the war, the former slaves were not guaranteed those rights. If blacks were going to be oppressed and treated badly, that would mean that Reconstruction had failed, and the war had been fought for nothing.

The Era of good feeling mostly was started due to the end of the Federalists party. This led the nation with one party or no parties, creating unity. With this new sense of unity nationalism rose. So nationalism, in that regard, created a revolution during the Era of good feeling. A revolution consisting of a level of sectionalism minimized and nationalism maximized.
