He can cut 40 strips of 9 inch paper
20 strips of 9in paper fit in 15ft
Multiply 20 by 2 for both rolls and that is 49

make 15 into inches that's 180 and divide that by 9 and that's 20 strips. Idk if that's what you were looking for the question was worded weird.
