Russia and France were politically outdated at that point and didn't care about reform. France and Russia had a bunch of problems with serfdom. France had the most problems with it because they ended up taxing their serfs which led to the whole 1789 revolution which saw it abolish serfdom. Russia on the other hand was just industrially behind and thought modernizing was boring and so that ended up bighting them 100 years later after the French monarchy was abolished, which saw it also get abolished too.
