The Emergency Quota Act affected immigrants who wanted to enter into the United States.

The Emergency Quota Act of 1921 was an immigration law established by Republican Albert Johnson, under the presidency of Warren Harding on May 19, 1921. For the first time, an immigration law limited the number of immigrants to the United States by a quota system. It was established on a temporary basis, eventually being strengthened in 1924 by the Immigration Act of 1924. The immigration quota law based on nationality would remain in effect until the Civil Rights Movements in 1965.
