what they are telling u to do is to estimate the numbers they gave u in the first chart. And they are asking u to round the population which is the chart under the map to estimate the fraction like you can see they give u Quebec fraction and Ontario fraction. so they mainly want u to figure out what the other land area's are.

You are trying to estimate the percent of land that each Canadian province takes up based on the numbers you are already given and then taking the population of one of the provinces and dividing it by the total population to find the fraction of the Canadian population in that province.
