The correct answer is A) Public works program.

Hoover was president during the Great Depression in the United States. In order to help the US recover from this economic depression, Hoover created public works projects to help employ thousands of citizens. However, this was one of the few programs he implemented. This was not enough to help the American economy make a full recovery. Hoover would eventually lose his next election against FDR.
