Karl Von Berchtold, had earlier stated that 'Serbia must be eliminated as a power in the Balkans'. Both Von Berchtold and Von Hötzendorf had favoured an immediate surprise attack against Serbia. However, the Hungarian Chancellor, Count Tisza, was unsure and urged the Austrians to seek German support, prior to any declaration of war against Serbia
