The correct answer is D. Hurricane Katrina

When the Hurricane hit, there was a lot of people in need of help and the Federal Emergency Management Agency couldn't do much about it because of all bureaucratic issues that stemmed from the complicated legislature and documents and things likes that. That is why they didn't help much.
