Why did swift title his work"a modest proposal"?

The reason why Swift titled his work "A Modest Proposal" is because it uses satire, which is the type of writing that defines the whole text. The title is not meant to be taken seriously, but instead, it is meant to be a joke. "Modest" is something that is not very ambitious. Swift implies that his suggestion is not difficult or revolutionary and that it can be easily implemented. Eating children, however, is the complete opposite of this.
