Why do earthquakes occur more often in some places than others?

because in some places there is plates interaction when that occurs earthquakes usually take place.

Because of fault lines. On places on or near fault lines, there is a split in the Earth's crust (I think). Earthquakes are more likely to occur on these lines. California has a fault line, so there are many Earthquakes.
