What foreign policy problems did the u.s. faced after the end of the cold war?

It’s become ever clearer that the US is the sole superpower. In the early 90s one could still talk of a Russo-American partnership, but that has become unrealistic, except in a very limited sense, as Russia continued to decline in the 1990s. The rising powers are not in a position to challenge the United States.
