Each country has different regulators that they think necessary for designating financial institutions as Systemically Important Financial Institutions. This may be in a form of expert advise, specific laws and policies, and economic indicators. In addition, there are 5 factors set by Basel committee to identify financial institutions as SIFI but it is up to internal regulators to follow. These are size, complexity, interconnection, readily available substitutes, and international activity.
