true, the penumbra is the partial shadow between the umbra and full illumination that we see when the moon or another body cuts in front of the sun. it the part were the light and the shadow mix and this gives us the ring look

false that is not true i can not realy explain it but i think the umbra is the part surrounding the sun. i hope this helps :D
