Consider the controversy surrounding the passing of the Patriot Act. Which title of the act seems most problematic in regard to violating civil rights?

The biggest issue is with the surveillance part because it breaks the 4th amendment. It enables agencies to collect data on people and spy on things like their phone calls and various other bad things like that without the consent or even the knowledge of those spied upon. It violates the constitution but is packed so that it's not a problem.
