During the Civil War, the Union army considered that the best strategy was an offensive one. The Union army did not though on only defend its positions but attacking the South to make it vulnerable.

President Abraham Lincoln knew that there was no other alternative than winning the war at all cost, and the strategy was to capture key southern locations and blockade rivers and maritime posts so the Confederate army could not receive war supplies and ammunition.
