I had to look for the options and here is my answer:
I would say that all the options that have been listed are considered as something that impact the timeliness of fiscal policy. This includes taking time to realize that the economy is in trouble, taking time to establish a policy strategy and for the Congress to submit it, and lastly, taking time to implement this policy.
