Why did Franklin Roosevelt attempt to appoint six additional justices?

He wanted to ensure his New Deal legislation would pass.
He felt that there weren't enough judges.

FDR attempted to appoint 6 new judges to make sure his New Deal legislation would pass. The additional 6 would counter those votes who opposed it. While FDR did claim that it would make the court more efficient, most people saw through his court packing scheme.
