Why did congress pass the war powers act? How did this act reflect a struggle between the legislative and executive branches?

It needed to point of confinement official power. There was a general sense that the presidents had abused the power conceded to them in the Gulf of Tonkin Resolution and it had been found through the Pentagon Papers and different sources that presidents had misled the American open about the course of the war in Vietnam.
