"Order of Operations Rules" require that you do the addition AFTER the exponentation.

Thus, you must find an expression for "negative 4x squared" and only then add 11 to that.

y = (-4x)^2 + 11

Simplify this. Think: What is (-4)^2? What is x squared?

Finish this: y = + + 11
