How did the nuclear arm race cause tension toward the Cold War?

It was known that nuclear warheads were to be extremely dangerous. Incidents that happened because of radiation have long lasting deadly effects. If one country were to bomb another, it would be most likely that the area bombed would be uninhabitable for a long time and everyone there not in a bunker would be killed.
