That's the definition of the spoils system...idk if that's what you're looking for but I was thinking something like this:

The spoils system definitely wasn't the best, because Andrew Jackson basically told his good friends that if they voted for him, he would give them a government job/position. This resulted in a corrupt (like unfair, or hijacked) government because his friends weren't suitable for government jobs/positions because they weren't educated enough to be making impactful (or important) decisions.
