Was the U.S. justified in not granting immediate independence to the Philippines?

i think yes, because the philippines at that time is not yet capable on running its country on its own. the america provided the philippines the basic structure of its government and some help after it was colonized for so long. if they give immediate independence, it will just lead to a civil war
