George Crum did. He invented them because someone where he worked ( a restaurant/diner/ect) was picky about how thick the potatoes he cut were. So, he kept cutting them thinner and thinner. Then, they got so thin, that when he cooked them in the fryer they got all light and crispy. That was how potato chips got invented.
