This quote supports the power of the state's governments over the federal government. At the time the Articles were enacted, the United States still remembered how the oppressive King George III's government was and did not want to repeat it so they were fearful of giving the federal government too much power. Unfortunately, their mistake was just that...giving the states too much power and the states often came into conflict with one another because of it.
