I think it would be {B} on select masses because it only act's on some masses, like objects on Earth, however, it does not act in Space, and in Space there is what we call "Zero Gravity".

I think that it is nearby masses because if it acted on no mass I could go to Mars, if it acted on all mass then the planets would crash into the Earth, if it acted on select masses then some of the things would be able to float freely
