What is the process of determining the number of seats to which each state is entitled in the u.S House of Representatives

the house of representatives has 435 members, each state gets a certain number of representatives based off of it's population. a state with a larger population gets more representatives. the Senate has 100, 2 from each state. these two make up Congress.
