surrounded by four rings with width y. What is the area of the
outermost ring in terms of x and y?

As the archery target is a circular bull's eye then the radius you need to find is expressed by the following formula:
r = x + 4y
After you have the radius, now you can find the area pf the outermost ring in the terms you need using the following formula
A = pi ( x + 4y )^2
