The heads of the women have been cropped out of the photo so that any woman could imagine herself sitting on this bench with her friends. By extension any woman could see herself as attractive, healthy, fashionable, and popular when she goes to Texas.

I would think that they wouldn't show her head so that the magazine is unbiased. So that the readers can imagine the women as themselves. To show that it doesn't matter what a females face looks like. That we are all beautiful regardless of our looks
