First, the Virginia plan had two chambers of Congress (was bicameral) whereas the New Jersey plan was unicameral.

Second, the Virginia Plan apportioned both houses by population size while New Jersey gave each state only one delegate to the legislature.

Third, the New Jersey plan also gave powers to regulate trade and to raise money by taxing foreign goods.
