The purpose to give safety and welfare for citizens.

Guarantee the welfare of the people is one of the core in the Declaration of Independence. If half of the population is out of work, should be because there is no enough jobs, because they didn't use properly the money of the Nation in proper investment to ensure jobs for major of people.

If the nation-state has a half of the population out of work, the government failed to focus their attention and resources to the people. Most resources were spent on wars, depending territories, buying guns and weapons. But unfortunately, the government missed to invest in education and health.
