How can i relate decimals to a place-value chart?

Values on the left are whole numbers where as numbers on the right of the decimal are below zero

The values to left of the decimal point are whole numbers, and the places to the right of the decimal are less than one whole. Decimals are in a Place Value Chart but they are on the right after the Ones.
