Why are taxes paid to different levels of government in the United States (local, state, and federal governments)?

People think they are paying less tax than they actually are because the taxes are distributed.

Different levels of government collect different taxes so that everyone is forced to pay something.

Different levels of government supply different services and they all must be paid for by taxes.

All levels of government must collect a portion of the total taxes if minorities are to be protected.
