Ben would be in the MIDDLE-LEVEL MANAGEMENT.

There are 3 levels of management.
1) top-level management (BOD, CEO, President)
2) middle-level management (Managers)
3) low-level management (supervisors/operatives)

Ben is a manager. He is most likely the region manager (Southeast regio of U.S.) He is in-charge of the low-level management but answerable to top-level management.
