How did the Supreme Court ruling in Plessy v. Ferguson support segregation laws?

The ruling upheld state segregation laws (separate water fountains, schools, bathrooms, etc.) under the premise of "separate but equal." Of course, Segregation violates the 14th amendment (equal protection laws), and was overturned in Brown v. Board of Education.
