If there is a surplus we wouldn't need to borrow money because we have plenty of it.

If we had a balanced budget we still wouldn't need to borrow money because we met our spending withing our budget.

Finally, if the value of money increased we wouldn't need to borrow money because it would take less money to buy more products, giving us a surplus of money, which goes back to us still having money left, meaning we don't need any extra money.
