write one paragraph discussing whether it is ever justifiable to limit the rights of citizens or legal residents who have committed no crimes

Whether a man has committed a crime or not, his rights should be limited. This way, peace and harmony among citizens will be established. Only that, the limits for those who have not committed any crime will be lesser compared to those who have. As justifiable as it is, this should be practiced also in order to make do with the resources available in a certain location.
