A negative effect might be the unfair pardoning of those who commit crimes and are connected to the President. This would result in the warping of the law for personal corruption, and invite fraud into the government. For example, the President's uncle could land in jail for money laundering through the family business. The President then, could pardon him, simply due to his political power, overwriting law for political gain.
