For this item, I assume that Svetlana's hair is 4 cm long and she wanted it to be at least 7 cm long.
We let x be the number of months it will take for her hair to be 7 cm long. The sum of the product of x and the rate and the initial length should be at least 7. Mathematically,
1.51x + 4 ≤ 7
